Moving to Work (MTW) is a demonstration program for public housing authorities (PHAs) that provides them the opportunity to design and test innovative, locally designed strategies that use Federal dollars more efficiently, help residents find employment and become self-sufficient, and increase housing choices for low-income families. MTW allows PHAs exemptions from many existing public housing and voucher rules and provides funding flexibility with how they use their Federal funds.

Moving to Work (MTW) is a demonstration program for public housing authorities (PHAs) that provides them the opportunity to design and test innovative, locally designed strategies that use Federal dollars more efficiently, increase housing choices for low-income families. MTW allows PHAs exemptions from many existing public housing and voucher rules and provides funding flexibility with how they use their Federal funds. Currently, there are 126 MTW PHAs nationwide of which 87 are part of the MTW Expansion.

Specifically HABC was designated as a MTW Expansion agency under the Landlord Incentives Cohort. MTW Expansion HUD website. HABC has implemented landlord incentives such as landlord signing bonus, vacancy & front-end vacancy payments, and damage claims. HABC’s goal is to increase new landlord participation, and encourage current landlords to provide additional new units into the program inventory for rent.

HABC randomly assigns all Section 8 (Housing Choice Voucher) households to a biennial (once every two year) recertification schedule. HCV households are no longer required to recertify on the program annually, but on a biennial basis.

HABC’s goal is to have a positive impact on the housing choice end of our tenants. Allowing greater unit availability through incentivizing new landlord participation and increasing new unit offerings of our current landlords.

Purpose of biennial recertification schedules is to allow households to increase their household’s income, and not have to report increases until their next recertification. Incentivizing gainful employment.

Yes, all households participating on the Section 8 Housing Choice Voucher program are required to abide by HABC’s administrative plan and HABC’s HUD approved MTW supplemental plan.

If a household does not wish to NOT participate, then they will need to request in writing to be removed from the program.

HABC permits households a reported loss of income greater than 10% once a year.
Yes. Landlords are permitted a rent increase once every twelve months, and must ensure they are compliant with any local municipal rental ordinances. Landlords must request their increase at minimum of 60 days before the effective start date. Landlords can request rent increases via www.habcnj.org/rentincrease.
